SPRINGFIELD — U.S. Senate Majority Whip Dick Durbin (D-IL), co-chair of the Senate Ukraine Caucus, today announced he will co-sponsor the bipartisan Russian Energy Import Ban Act, which was introduced earlier this week by Senators Joe Manchin (D-WV), chairman of the Senate Energy and Natural Resources Committee, and Lisa Murkowski (R-AK), senior member of the Senate Committee on energy and natural resources. The legislation would ban the import of Russian crude oil, petroleum, petroleum products, liquefied natural gas (LNG) and coal.

According to Reutersthe United States imported more than 20.4 million barrels of crude and refined products per month on average in 2021 from Russia, or about 8% of US liquid fuel imports.

“The United States cannot continue to buy millions of barrels of oil while Putin is waging an unprovoked and unjustified war against Ukraine,” Durbin said. “The Law prohibiting imports of Russian energy declare a national emergency regarding Russian aggression and immediately ban the import of Russian energy products. This bipartisan bill shows the US Senate’s commitment to supporting the brave people of Ukraine.

The bipartisan Law prohibiting imports of Russian energy would like:

  • Declare a national emergency specifically with respect to the threat to our national security, foreign policy and economy that exists as a result of Russian aggression against Ukraine and direct the President to ban imports of crude oil, petroleum, petroleum products, LNG and coal From Russia.
  • The president has had the power to take these measures since 1917; this legislation does not grant any additional power. This approach is inspired by the International Emergency Economic Powers Act.
  • The ban would be in place during the national emergency and the president or Congress could end the emergency and the import ban.
  • The bill exempts products that are already loaded or in transit at the time of enactment.
